After being arrested and having to transfer to a new high school in Tokyo, Akira Kurusu is given the goal of rehabilitation and awakened to a new power--the power of one's true self, a Persona. Using his Persona and the mysterious navigation app Mementos, Akira and his friends take on the role of Phantom Thieves, saving people from the twisted desires of those around them.

Praised as heroes of the people, the Phantom Thieves are at the peak of their popularity--that is, until the untimely, gruesome mental shutdown and death of Haru's father, the CEO of Okumura Foods, during a live TV press conference. Popular sentiment quickly turns against the Phantom Thieves, decrying them as criminals and murderers. To lay low and play the role of model students, the group takes on the role of running Shujin Academy's cultural festival, where they hope to invite detective Goro Akechi to their school and glean information from him. But this turns into its own odd twist of fate, and a new, unexpected Phantom Thief joins the crew.
